Biography

Ms. Costlow is the administrative director at the Health Policy Institute for the Medicaid Research Center. She is responsible for the overall project direction, development and evaluation of the MRC. She

• Develops and implements operational plans, including evaluate quality and productivity of projects
• Writes legal documents, such as contracts, memos and non-disclosure agreements
• Researches, edits and writes reports, literature searches, regulatory analyses, PowerPoint presentations, abstracts, weekly and yearly progress reports, grant applications and websites
• Completes the entire application process and special requests for the Institutional Review Board
• Creates and oversees multiple project budgets
• Establishes and maintains compliance with federal and state regulations in data security, publications and confidentiality
• Directs and performs administrative tasks including: writing job postings, performing interviews, Vincent administration, work assignments, contractor and employee supervision, reimbursement approval

She received her Juris Doctorate from the University of Pittsburgh where she also earned a Master of Public Health. Previously, Ms. Costlow worked as a policy analyst at the Pennsylvania Medicaid Policy Center.
